Is it offensive?

When reading the Animal Farm, some people draw the picture of Napoleon as the pig that has the Stalin's face in their head. Is this offensive to human being? Perhaps it is Orwell's purpose which insult the his totalitarianism. Orwell implies that Stalin and his followers are as "wild" as animal. What would happen if Old Major revives?
